You Need to Clear Side Cases
To meet Hiranuma, you first need to clear Honey Trap and The Sun and the Vampire. After clearing each, head to Shellac.

Head to the Kamuro Theater Rooftop at Night First
When taking a photo of the "White Crow", the actual photo spot is the Stardust rooftop, but you need to head to Kamuro Theater first. Also, note that the event will not occur unless it is nighttime.
How to Get to the Stardust Rooftop
You can enter from the narrow alley on the left side of the building containing Apple Pie and Zenigame Finance. Break the 'No Entry' fence. After entering the alley, keep climbing the stairs to the rooftop.
