Witness the Event in Theater Square
You need to witness an event in Theater Square where a young man has a gun and fires it. Watching this event fulfills one of the unlock conditions.
Defeat the 4 Keihin Gang Leaders
To trigger this side case, you need to increase the Danger Level and defeat the 4 Keihin Gang leaders. Events that raise the Danger Level occur over time, so defeat the leaders when these events happen.
Become Friends with 50 People
To accept this case, raise your City Reputation to level 50 (max). You can maximize your reputation level by becoming friends with all available characters.

How to Identify the Dealer
Find and talk to the dealer. The dealer is a middle-aged man with a red cloth sticking out of his backpack. Talking to the man in the image will advance the event.
Tail Through the Alleyway
During the tailing, Sakaki and his group will obstruct you, and you'll lose sight of the dealer once. Go straight through the alley to the right of "Butatsuki," and after exiting the alley, turn left to find Akaushimaru. The dealer will arrive around Akaushimaru, so resume tailing.
Acquiring Skills Makes it Easier
Acquiring tailing-related skills like Radar++ will make tailing easier. If you have SP to spare, learn them.
Search for the Cat
When you lose sight of the dealer, search for the stray cat. The stray cat is sleeping near the black car close to Wette Kitchen.
Defeat Non-Boss Enemies First
During battle, defeat the thugs other than the leaders first. Koga becomes stronger when his health drops below half, so defeating the surrounding enemies first will make the fight easier.
