Ink All The Color In The Circle That It Releases And Attack
You can quickly defeat Flipper-Flopper if you ink the ground within the ring so it won't be able to dive back under. If the interior of the ring is not completely painted avoid getting too close to avoid getting inked because the Flipper-Flopper will jump in from above.
