Bard's Location
The Bard can be found on the Westernmost area of Fort Tarsis. The Bard will be beside a set of stairs, and is directly in front of the mural of The Legionnaires.

In order for you to complete the Challenge of Valor, you will need to get active in the world of Anthem. Finish 100 Events, 25 Strongholds, 25 Contracts, and 25 Quickplay Sessions to complete the Challenge.
